"Timebase for items" no longer works

Hi, every reaper project I have no longer responds to me changing my "Timebase for items/envelope markers" to "time" from "beats". Meaning all the items in the project still change when I alter the BPM even though the timebase is et to "time". I have also tried right clicking an item, going to the item settings and ticking off "set item timebase to time" and it doesn't change the item from being controlled by the BPM. Any suggestions on how I can fix this would be really helpful.
